Is this a scam?No. Every U.S. state provides for "excess proceeds" or "surplus funds" to be distributed to the owner who experienced foreclosure. In other words, you are legally entitled to any left over funds after a foreclosure auction. In most cases, there is a short period between the date of the auction and when someone can legally file a claim for the surplus proceeds. And, the title deed is officially transferred to the auction winner of the foreclosed property.

Do I have to pay taxes on this money after I receive it?In most cases, taxes will be withheld before you receive your check. That is why your government agency may require you to fill out an IRS W-9 form for withholding taxes from the proceeds.
